You can grow it over winter but it only grows to the thickness of a spring onion in Australia.
I transplant during spring and harvest during summer months. I space plantings out but found that they catch up within a weeks time so can get a continuous harvest

Love this onion. The shape, taste and versatility make it a winner for the home garden. It is not a particularly good keeper but can be sown at almost any time of the year.
